In the survey by pollster CBOS, 51 percent of respondents said the government should make it easier for people to purchase or build their own housing.
Smaller groups said the government should prioritize support for municipal housing for low-income residents (22 percent) or social housing such as rental and cooperative apartments (20 percent).
Eight percent had no opinion.
When asked who should be mainly responsible for meeting housing needs, 34 percent of respondents said citizens themselves, while another 34 percent said it was the government's role.
Twenty-nine percent said both sides share responsibility, and 4 percent were undecided.
Respondents most often pointed to financial support for social housing with an option to buy (75 percent) and greater access to land for residential construction (75 percent) as the most effective housing policy measures.
Many also backed checking the income of all municipal housing tenants (64 percent) and providing state subsidies for mortgage loans (62 percent), state news agency PAP reported.
The survey was conducted between August 21 and September 1 on a representative sample of 917 adults.
